Looks like fraud
Want to buy flexible tickets with refund without fees? Want to do it on Iberia website direct? STOP! Isn't direct actually. When you buy tickets on Iberia website you buy it via agency Serviberia. And of course you need to pay service charges to refund ticket "with refund without charges" because it's agency. And you haven't way to cancel ticket on website or with email as direct as you bought it. I don't even understand how the authorities allow this scheme to work. Outrageous scheme, looks like fraud.
